Sorry John, it fails the attachment rule:

The rule 29.2.3 (b) says it must be securely attached, and I can see no visible means of attachment.
Even if blokart had designed it and it had been in production for 3 months and freely available internationally (IBRA rules which we sail to) I think Lucy would not be getting any more “first across the line” starts. I know someone that has a blokart handbrake for sale (could become a collectors item) and would just as effective on starts and you coul;s use it at places other than BPP.
But the “bathed in light while stationary” solution for night sailing will definitely pass Mako’s safety test.
Lucy could be formally declared an “obstruction”!
